What is the change? France has begun issuing a new type of temporary residence permit to Talent Passport holders who have been issued a three-month D visa and who apply for a residence permit upon arriving in France.
What does the change mean? The change will allow Talent Passport holders to travel internationally after receiving their temporary residence permit (APS).
Background: Before the change, Talent Passport holders who had been issued a three-month D visa were issued a provisional residence permit (récépissé) after arriving in France and applying for their residence permit. The provisional residence permit did not allow for international travel, complicating procedures for employees who needed to go abroad while awaiting the issuance of their residence permit. That has now changed with the issuance of temporary residence permits. The change does not affect Talent Passport holders who have been issued D visas that are valid for up to a year (VLS-TS) because they are exempted from the French residence permit application formality. The change also does not apply to residence permit renewal applicants, who are still able to travel internationally with proof of their renewal application.
Analysis & Comments: The change is welcome news because it increases mobility by allowing affected Talent Passport holders to more easily travel abroad and return to France while waiting for the issuance of their residence permit. Entry visas may still be required when traveling to a third country, depending on the traveler’s nationality and the destination.
