IMPACT – HIGH

What are the changes? The National Immigration Council has issued Normative Resolution # 112, which modifies Normative Resolution # 98 and simplifies the Temporary Visa applications process for people coming to Brazil to join the Olympic Games Committee for the 2016 Summer Olympics in Rio de Janeiro.

What does the change mean? Candidates coming to Brazil to be part of the Olympic Games Committee will now be able to apply for the two-year Temporary Visa directly at the Brazilian Consulate having jurisdiction over their place of residence. To apply, applicants will be required to present a letter issued by the Olympic Games Committee stating their participation in the activities in Brazil, along with proof of health insurance while they are in Brazil.

  • Implementation timeframe:The visa became available Aug. 29.
  • Visas/permits affected: Olympic Games staff coming to Brazil.
  • Who is affected: All foreigners applying for a visa for the Olympic Games Committee.
  • Impact on processing times: The processing times will depend on the individual consulate, but typically take up to 10 days.
  • Next steps: Upon entry in Brazil with the visa, foreigners will need to register with the local Federal Police Department and request their identity (RNE) card.

Background: The committee will meet to plan the 2016 Olympic Games to be held in Rio de Janeiro Aug. 5-21, 2016.

Previously, the Temporary Visa for the Olympic Games needed to be requested at the Ministry of Labor in Brazil and, once approved, had to be collected by candidates at the Brazilian Consulate having jurisdiction over their place of residence.

BAL Analysis: The modifications will contribute to faster processing for the Olympic Games staff, as previous approval from the Ministry of Labor in Brazil will no longer be required.
