IMPACT – HIGH

The government has implemented several measures to mitigate the spread of COVID-19 and assist foreign nationals affected by limited government services.

Key Points:

  • Home confinement of the entire population will be imposed for the 15-day period beginning March 17.
  • All local government offices, including prefectures, are closed until further notice.
  • Residence permits that expire on or after March 16 will be extended three months. Documents covered by this measure include long-term visas, temporary residence permits, and APS). Issuance of all visas is suspended until further notice.
  • Existing appointments for visa applications are likewise suspended until further notice.

Additional information: During the mandatory 15-day home confinement, people may only leave their residence for essential purchases of food and medicine, to seek medical care, to assist those in need, and for work. Anyone who leaves home must hold an individual statement explaining the reason for leaving confinement.

Analysis & Comments: Employers must be prepared for significant disruptions to employee mobility and all but essential business activity and government services. The response to the COVID-19 pandemic continues to develop, and Deloitte will provide additional updates as information becomes available.
