IMPACT – HIGH

The Brazilian government has suspended all flights from India and extended its restrictions on foreigners entering the country through land or water ports.

Key Points:

  • Effective May 14, flights from India have been suspended temporarily.
  • Flights from South Africa and the U.K. also continue to be suspended.
  • Individuals who have traveled through India, South Africa or the U.K. within 14 days of arrival are barred from entering the country unless they meet one of the exemptions below. If an exemption is met, that individual must quarantine for 14 days upon arrival.
  • All travelers entering the country by air, including Brazilian nationals, will be required to present a negative PCR test conducted within 72 hours of the flight date. International travelers will also have to present a health statement (printed or digital) confirming the health conditions set by the Brazilian government.
  • The restrictions on foreign nationals entering the country through land and water ports has been extended.
    • Exemptions to the land and water restrictions apply to the following: Brazilian nationals; immigrants with Brazilian residence authorization; foreign professionals working for international organizations; foreign employees with Brazilian government accreditation; close family of Brazilian citizens (except for foreign nationals from Venezuela); bearers of National Migratory Registration (except for foreign nationals from Venezuela); individuals participating in humanitarian actions; and individuals participating in cargo transportation.
    • The suspension does not apply to: people entering to perform certain duties while on a vessel or a platform operating in Brazilian jurisdictional waters, provided they meet migratory requirements, including having an entry visa.
    • Foreign nationals from Paraguay may also be allowed to enter on land, provided they meet migratory requirements.
    • The restrictions do not prevent foreigners from entering the country by air, provided that the migratory requirements are appropriate to their condition, including having an entry visa when required by the Brazilian legal system.

Additional Information: The recent changes were implemented under Portaria n° 653. Portaria n° 653 replaced Portaria n° 652, which was published on Jan. 25 and has now been revoked.
