Ireland’s Department of Enterprise, Trade and Employment (DETE) has launched its new Employment Permits Online system (EPOS).

Key Points:

  • EPOS officially launched on April 28, introducing a portal space with separate and individual accounts for both employers, employees and agents, making it easier to get up-to-date information on the status of applications.
  • DETE states on the website that the new system “makes the application process easier, more secure, more intuitive and in so doing will reduce inaccuracies in the submission of applications, resulting in more streamlined processing.”
  • EPOS requires all users (employer, employee and agent) to set up a portal account in order to access the system and to submit future employment permit applications. This involves confirming an email address and password and verifying these via a secure multifactor authentication process (using mobile phone confirmation).
  • For employers, registration also requires the provision of some key additional documents, that is, revenue and Companies Registration Office details. No new applications can be submitted until the employer sets up their portal.

The Minister for Enterprise, Tourism and Employment announced an increased quota of employment permits for car mechanics, HGV and bus mechanics and vehicle body builders and repairers.

Key Points:

  • The quota for car mechanics has increased by 200, the quota for HGV and bus mechanics by 200 and the quota for vehicle body builders and repairers by 50.
  • These increases were made to address skills shortages in Ireland’s transport sector.
  • The changes came into effect on April 7, 2025.

Irish officials are implementing new measures to support the home care and planning sectors, expanding visa requirements for certain nationals and working on a new employment permits system.

Key Points:

  • As of March 10, changes came into effect to the employment permits system to address skills shortages in Ireland’s planning and home care sectors.
    • Specifically, 1,000 general employment permits were added to the quota for Care Worker and Home Carer roles.
    • Authorities also added Town Planning Officer to the Critical Skills Occupations List.
  • In effect that same day, nationals of Eswatini, Lesotho and Nauru are now required to obtain a visa before traveling to Ireland, including a transit visa if transiting through Ireland en route to another destination.
  • Finally, the Department of Enterprise, Trade and Employment (DETE) announced a new employment permits system is being developed to transform the way that employment permits are submitted, processed and issued.

Additional Information: As BAL has reported, the Irish government is currently undertaking sweeping changes to key immigration programs, including what the government called the “largest ever expansion to the employment permits system.” Officials recently have increased minimum salary thresholds as well as enacted the Employment Permits Act 2024 as they continue to make significant changes to their employment-based immigration system to modernize and relax certain restrictive policies.

DETE is leading the government’s digital strategy to develop a strong digital ecosystem to increase Ireland’s competitiveness. DETE’s Minister Peter Burke recently published a progress update on the government’s Smart Specialization Strategy, which is meant to address regional innovation gaps and opportunities by accelerating digital transformation to support economic competitiveness.

As part of that effort, the new modern cloud-based employment permits system is being developed by DETE to make the application process easier and more secure, resulting in more streamlined processing. Downtime in the current system should be expected prior to the launch, and additional details on the new system are expected to be provided soon. Irish officials announced all Labor Market Access (LMA) permits will be issued via email beginning Jan. 29 for individuals under the international protection process.

Key Points:

  • International protection applicants should be sure to provide an accurate email address when applying through the Immigration Service Delivery portal and with the international protection office where the permit will be posted.
  • Authorities stated the unit is currently experiencing very high volumes of applications for LMA permission and there is currently a delay in processing applications.
  • Processing time is approximately 90 days, and officials provided the following guidelines for renewal applications and employers:
    • For renewals, applications should be submitted two months in advance of the current permit expiration date.
    • For employers, please allow a grace period post-expiration (maximum four weeks) for permit renewal.

Additional Information: Previously, officials issued LMA permits in person via hard copy. Eligible international protection applicants can apply for permission to work and be granted LMA permission. This permission then allows access to employment and is valid for 12 months.

Irish officials announced that Immigration Service Delivery (ISD) will now have the primary responsibility of managing all initial Irish immigration residence permissions for persons residing in all counties.

Key Points:

  • As BAL reported, ISD recently took over primary responsibility for managing renewals for Irish immigration residence permits for persons residing in all counties.
  • Effective Jan. 13, all nationwide first-time registrations of Irish immigration residence permissions will also transfer to ISD.
    • From that date, the initial in-person registration of residence permissions for applicants residing in all counties will be done at the Registration Office, 13-14 Burgh Quay, Dublin 2.
    • First-time registrations for residence permissions for applicants living in counties Cork, Dublin, Kildare, Limerick, Meath and Wicklow have been required to apply in person in Dublin since mid-2024.
  • In the transition, applicants outside of counties Cork, Dublin, Kildare, Limerick, Meath and Wicklow who have a confirmed appointment up to Jan. 31 can attend their appointment at the relevant Garda registration office as scheduled.

Irish officials announced that certain individuals will be allowed to travel this holiday season on a recently expired Irish Residence Permit (IRP) card, effective through Jan. 31, 2025.

Key Points:

  • To qualify, an application to renew the IRP card must have been submitted to Immigration Services Delivery prior to the card’s expiration date.
  • Irish officials issued a Travel Confirmation Notice, which allows carriers to travel on a recently expired IRP card until Jan. 31, 2025, provided an application to renew their registration permission was submitted in advance.
  • The measure is intended to facilitate international travel during the holiday travel season for non-European Union/European Economic Area (EEA) nationals who legally reside in Ireland.

Additional Information: According to the announcement, individuals should download and print the travel notice and present it, along with their expired IRP card and proof of their renewal application, to immigration authorities and airlines. Applications for renewals will continue to be processed as quickly as possible, but residents who intend to travel internationally this upcoming holiday season should submit their renewal applications and plan accordingly.

BAL Analysis: Ireland’s Immigration Services Registration Office is experiencing a backlog in processing registrations across several locations and estimates two additional weeks to receive an IRP card via mail after completion of a registration. Irish officials announced the launch of a new online immigration self-service portal.

Key Points:

  • The Digital Contact Center self-service portal enables applicants to book and amend first-time registration appointments, replacing the need to arrange appointments by calling a contact center.
  • The new system allows applicants to check application status and over time will allow applicants to ask questions on visas, registration, domestic residence permissions, travel documents, EU treaty rights and citizenship applications.

Additional Information: Officials stated that almost half the questions received by Immigration Service Delivery are application status updates. Additional Information: Online renewal applications can now be submitted for all counties nationwide. Applications for renewal of residence permission, including when changing Stamp category, are now accepted nationwide by the Registration Office up to 12 weeks prior to expiration of a current Irish immigration residence permit card to allow sufficient time for processing.

Applicants who need to register permission for the first time will continue to book an appointment to register at Burgh Quay in Dublin if residing in counties Dublin, Cork, Limerick, Meath, Kildare or Wicklow. Applicants in all other counties must contact the local Garda Immigration Office for details on how to register.
