  • Foreign nationals who earned a Canadian degree, diploma or certificate and completed any part of a study or training program between March 2020 and August 2022 are now eligible for Canadian educational credential points.
  • Individuals will now receive educational credential points even if they competed their program through distance learning, from outside Canada or through part-time studies.
  • Express Entry candidates may need to update their Express Entry profile and answer additional questions related to their studies in Canada in order to have the best possible chance to be invited to apply.

Key Points:

  • Foreign nationals whose post-graduation work permit expired or will expire between Sept. 20, 2021, and Dec. 31, 2022, can work in Canada for an additional 18 months by extending their work permit or applying for a new one.
  • Beginning Aug. 8, individuals with post-graduation work permits that have expired or will expire between Sept. 20, 2021, and Dec. 31, 2022, will receive an email from Immigration, Refugees and Citizenship Canada (IRCC) indicating that they are allowed to work while their permit is being extended or a new one is being issued.

IMPACT – MEDIUM

Immigration, Refugees and Citizenship Canada (IRCC) completed an “all program” Express Entry draw this week for the first time since 2020.

Key Points:

  • On July 6, 1,500 candidates with a Comprehensive Ranking System (CRS) of at least 557 were invited to apply for permanent residency regardless of their designated migration program.
  • Individuals who receive an Invitation to Apply (ITA) must apply within 60 days in order to be considered.
  • Details on the most recent draw are available here.

Background: The Express Entry systems prioritizes candidates in in the Federal Skilled Worker, Federal Skilled Trades, Canadian Experience Class and Provincial Nominee programs based on a CRS score that considers factors such as current job offer, education, skills, work experience and age, among others.

For much of the COVID-19 pandemic, IRCC relied on program-specific draws to target individuals who were more likely to be in Canada already. This led to an increased number of foreign nationals with high-ranking CRS scores in the Express Entry pool, which helps explain the high cutoff score of 557 in this week’s draw.

BAL Analysis: The resumption of “all program” Express Entry draws marks a significant step toward more foreign nationals being able to apply for permanent residency; however, the Canadian government has yet to announce if and when it will conduct more draws. BAL will provide additional updates as information becomes available.

The Canadian government has increased the proof of funds required for Express Entry.

Key Points:

  • Foreign nationals who are under the Federal Skilled Worker program may need to update their settlement fund numbers in their Express Entry profile before June 9 to remain eligible for the program.
  • Those who update their profile keep the original date and time that it was received and will maintain their rank within the selection process.
  • The new proof of fund amounts are available within the chart on this website.

Additional Information: Foreign nationals entering Canada through the Federal Skilled Worker program are generally required to show proof of funds to prove that they can maintain a standard of living while in Canada. Proof of funds is not required if the foreign national is authorized to work in Canada and has a valid job offer. If an individual is invited to apply and does not meet the exception to the proof of funds requirement, they must give written proof that they have this money. More information regarding what types of proof are accepted is available here.

BAL Analysis: While the increases to the proof of funds requirements are small, the change could affect foreign nationals’ eligibility for the Federal Skilled Worker program. Such individuals are encouraged to check the new numbers and update their profiles as needed.
