Noel is an Associate in the San Francisco office of BAL, where he focuses his practice on U.S. business immigration and compliance matters. He represents clients in a wide range of employment-based immigrant visa matters, such as permanent residence, PERM labor certifications, H-2Bs, and permanent residency based on extraordinary ability and outstanding research. Noel has also represented clients in nonimmigrant visa matters, including H-1B, O-1, and L-1 visa petitions. In addition, he has experience in family-based and humanitarian-based immigration matters including permanent residency based on familial ties, Deferred Action for Childhood Arrivals (DACA), and Victims of Criminal Activity (U Visa).

Prior to joining BAL, Noel represented clients ranging from Fortune 500 companies and multinational corporations to start-up companies, small businesses, individuals and families on complex and evolving immigration laws and issues. His clients came from an array of industries, including technology, consulting, pharmaceutical, insurance and risk management, hospitality, media and energy.

While attending law school, Noel served as a student attorney in Boston University School of Law’s Immigrants’ Rights Clinic. He gained invaluable pro bono experience, including obtaining Special Immigrant Juvenile Status (SIJS) for a minor and a Convention Against Torture (CAT) relief for an individual in Immigration Court.
