United States | Congress ends DHS shutdown

Secretary of Homeland Security Markwayne Mullin released a formal announcement on the Department of Homeland Security website on May 1 stating that “the historic shutdown is over and DHS is back open.”

Key takeaways:

DHS shutdown ends. On April 30, 2026, President Trump signed bipartisan legislation restoring funding to most DHS agencies and ending a 76-day agency shutdown that began on Feb. 14, 2026.

Immigration enforcement agencies excluded from funding bill. U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) were excluded from the funding bill, and lawmakers are seeking to address them separately through a budget reconciliation process.
