Malta | Specialist employee initiative created

The Maltese government launched a new specialist employee initiative program to attract and retain highly specialized non-EU nationals.

‌Key Points:

• The SEI program offers faster processing times within 15 working days and a single permit for work and residence, simplifying the application process.
• To be eligible, applicants must have a signed contract with a Maltese entity with an annual gross salary of at least €25,000 (about US$27,179). Applicants must possess either a Malta Qualifications Framework level 6 (bachelor’s degree) or higher in an area directly related to the job offer or a minimum of three years of experience in a position that directly relates to the job offer.

Additional Information: The SEI program is an alternative route for highly skilled third-country nationals who may not be eligible for the key employee initiative. KEI is a separate program that issues work and residence permits to highly technical or managerial non-EU applicants. SEI applications are submitted under the single permit government regulations for skilled workers who hold relevant academic, vocational or technical skills in line with their employment offer.

BAL Analysis: The SEI program provides employers access to greater skilled foreign talent and addresses skill shortages in key sectors such as IT, healthcare and engineering. The government intends to boost the economy by attracting skilled foreign professionals and offering another pathway for work and residence benefits.
