Canada | IRCC updates guidance for C20 reciprocal employment work permits

Immigration, Refugees and Citizenship Canada (IRCC) published updated guidance for the C20 reciprocal employment category as part of the International Mobility Program.

On July 29, 2026, IRCC clarified the following guidance for the C20 reciprocal employment category:

• Foreign national applicants must be currently employed by a company abroad to demonstrate reciprocity.
• Reciprocity is not tied to the applicant’s country of residence or nationality. Instead, multinational companies can demonstrate reciprocity as long as they create or maintain similar opportunities for Canadian citizens or permanent residents in any of the company’s operations globally.

The updated guidance applies to new applications and renewals. Eligible applicants may still renew C20 work permit renewals within Canada if they meet the eligibility requirements.
