The Norwegian government has strictly limited who may enter the country and imposed new restrictions for travelers who are allowed to enter.

Key Points:

  • Starting on Jan. 29, only Norwegian nationals and residents of Norway are allowed entry into the country. Travel from European Union member nations and the Schengen Area is suspended.
  • Limited exemptions can be made for some travelers, including immediate family members of Norway nationals or residents and essential workers.
  • Foreign nationals who started travel to Norway before the restrictions took effect will be granted entry if they meet all other entry requirements.
  • For travelers still allowed entry, mandatory testing is now required for individuals arriving from a country or area considered a high risk for COVID-19 infection. This requirement applies all travelers, including Norwegian citizens.
  • Anyone traveling to Norway from Austria, Brazil, Ireland, the Netherlands, Portugal, South Africa or the United Kingdom must take a COVID-19 PCR test at the Norwegian testing border sites.
  • All foreign nationals must also present a negative test result for COVID-19 taken within the 24 hours prior to their arrival in Norway, unless traveling by air. If traveling by air, the test can be taken within the 24 hours before the departure of their first flight on their way to Norway.
  • Travelers considered essential workers and children under 12 years old are exempt from the testing requirement.
  • All travelers must quarantine for 10 days after making entry. Travelers can take a second COVID-19 test on the seventh day after their arrival. They can end their quarantine when getting the result of the second test if the test is negative.
  • Travelers, including Norwegian nationals, who are traveling from red countries, must submit an entry registration. The online form asks travelers to provide information on where they will stay for their mandatory quarantine. Travelers who are deemed to not have a suitable place to stay will be required to isolate in a quarantine hotel.

Analysis & Comments: The changes place strict limits on who can come to Norway at this time. Employers and business travelers should take note and plan accordingly.
