Key takeaways: On July 29, 2026, IRCC clarified the following guidance for the C20 reciprocal employment category: Foreign national applicants must be currently employed by a company abroad at the time the officer makes a decision on the application to demonstrate reciprocity. Reciprocity is not tied to the applicant’s country of residence or nationality. Instead, multinational companies can demonstrate reciprocity as long as they create or maintain similar opportunities for Canadian citizens or permanent residents in any of the company’s operations globally. The updated reciprocity and eligibility determinations now apply to all applications, whether new or in-process. Eligible applicants may still renew C20 work permit renewals within Canada if they meet the eligibility requirements.
