IMPACT – MEDIUM
What is the change? Chengdu is strictly enforcing local police registration requirements for foreign temporary residents.
What does the change mean? Foreigners holding work and residence permits must register with the local police and update the registration within 24 hours of each entry.
Background: In practice, most jurisdictions in China only require updates to temporary residence registration when foreign nationals renew their permit or change their address or passport. Chengdu’s local police offices, however, have begun to strictly enforce updating of temporary residence registration each time a foreign resident leaves and re-enters China.
BAL Analysis: At the discretion of individual police stations in Chengdu, foreign nationals may be permitted to register by phone rather than submit a paper application. BAL can assist in the process.
