Rachel Phelps

Rachel serves as Chief of Staff, directly supporting BAL’s Managing Partner and leading the firm’s Legal Operations function. In this role, she drives operational efficiency and strategic alignment by supporting BAL’s Legal Operations Management team, the Practice Support team and the Client Relationships group. These teams work together to streamline processes, optimize resources and deliver actionable insights that enable BAL’s legal teams to focus on delivering exceptional client service.

With more than 20 years of experience in employment-based immigration, Rachel has deep expertise across the corporate immigration space. Prior to joining BAL, Rachel served as the director of operations for immigration at an Am Law 100 firm, managing day-to-day operations for the immigration practice group. She has presented on client-journey mapping at LawVision and Legal Value Network events.

Outside of work, Rachel enjoys running and has completed two World Marathon Majors.
