Noel Hartley

Noel is an Immigration Manager in BAL’s Houston office. He manages all inbound U.S. travel, focusing on corporate global immigration matters for multinational companies in a wide range of industries, including engineering, energy, construction, oil and gas, and information technology. He tailors and coordinates strategic global practices for clients, develops compliance-focused immigration strategies and manages an array of consular services.

Noel has worked at BAL since 2021. Prior to BAL, he was a commissioned U.S. Foreign Service officer with the U.S. Department of State, serving as a consular officer for 12 years in Central America, Asia, Africa and North America. Prior to the Foreign Service, he served as a foreign affairs officer in the Office of International Religious Freedom, East Africa. Noel previously worked as a refugee resettlement case worker based out of Nairobi, Kenya.
