Cecilia is a Senior Associate in BAL’s Dallas office where she develops innovative immigration solutions for clients. During a time of fierce competition for STEM talent in a highly fluid and unpredictable policy environment, she is adept at policy analysis—anticipating and analyzing trends, helping her clients interpret and navigate them, and creating customized immigration strategies for their foreign national workforce both inside and outside the U.S. Cecilia distinguished herself at BAL by effectively managing the immigration program for one of the largest tech companies in the U.S. and now has expanded her practice across various industries like communications, life sciences, and pharmaceuticals. Her role encompasses guiding clients in the development and refinement of their corporate immigration policies, navigation through the immigration impacts of mergers and acquisitions, and advising on all aspects of corporate immigration for program and process management. Cecilia previously practiced entertainment law, negotiating contracts and providing legal advice to aspiring and established artists and entertainers in the Dallas area. She continues her interest in the entertainment industry and supports diversity and inclusion through her active involvement with the Asian Film Festival of Dallas, a nonprofit organization that supports multicultural films directed by Asian/Pacific Islander artists.
