Key takeaways: Eligibility for the Top-Tier Visa has been expanded to include professors and researchers in science and technology. New visas will target foreign national graduates of domestic technical colleges in manufacturing fields and skilled workers in agriculture and fisheries. A special exception will allow small businesses in areas with declining populations to hire foreign staff.
