Canada conducted its 22nd Express Entry draw of the year Wednesday, issuing 2,871 invitations to apply for permanent residency. The lowest qualifying score was 433. What does the change mean? The number of invitations rose slightly in Wednesday’s draw after dipping in a Sept. 6 draw. The low minimum qualifying score of 433 indicates that a wide array of candidates is being invited to apply for permanent residence.
