Immigration News - Global mobility, Asia-Pacific, Hong Kong Hong Kong | New measures implemented to safeguard employment priority for local workers Share this article LinkedIn Facebook X (Twitter) June 17, 2025 The Hong Kong Labor Department implemented new measures under the Enhanced Supplementary Labor Scheme (ESLS) to safeguard employment priority for local workers. Key Points: After an employer has submitted an ESLS application to hire a foreign worker, subsequent applications submitted by the same employer will not be processed. The Labor Department will inspect establishments that employ foreign workers to ensure they meet the 2:1 ratio requirement of local workers to foreign workers. The Labor Department launched an online complaint form on the ESLS website for local workers to lodge complaints against employers suspected of displacing local workers with foreign workers.
