Japan is debating changes to the work permit rules for Highly Skilled Professionals. What does the change mean? Among the changes being debated are the easing of the points-based system and an expedited eligibility period for Highly Skilled Professionals to apply for permanent residency. Implementation time frame: The changes could be implemented in the next several months. Visas/permits affected: Residence permits under the Highly Skilled Professional category. Who is affected: Foreign skilled workers. Business impact: The easing of rules could make Japan a more attractive destination for companies to place skilled foreign employees and assignees. Background: Currently, foreign workers in the HSP category may apply for permanent residency after 4 ½ years. The government is considering an expedited route that would reduce the wait time to three years or one year, depending on the number of points they earn.
