Noel is an Immigration Manager in the Dallas office of Berry Appleman & Leiden LLP. Working under BAL’s Director of Global Programs, Noel coordinates the day-to-day activities of the  firm’s U.S. Consular Services team. He handles the preparation and submission of NIV and IV filings at U.S. consulates, and monitors changes in U.S. immigration law and consular regulations that impact BAL clients.

Prior to joining BAL, Noel served as a U.S. Foreign Service officer with the Department of State. He served five tours with the Department, working in Latin America, Asia and Africa. In his capacity as a U.S. diplomat and consular officer, Noel served as a vice-consul, consular chief, fraud prevention manager and a supervisory manager at a domestic passport agency. Prior to his time with the Department of State, Noel worked with a small NGO based in Nairobi, Kenya, documenting refugee persecution claims. He worked in tandem with INS, living and working in refugee camps throughout sub-Saharan Africa. Noel speaks Spanish and Portuguese.
